Marco Rubio seeks to decentralise US counter-propaganda strategy

Washington is still committed to combating disinformation by promoting "freedom of expression", but the job of analysing foreign propaganda has not been entirely abandoned. This can be seen in the strategy to combat foreign disinformation that the US secretary of state has submitted to Congress.
