It's a well-oiled system, as described by several former Georgian ministers and security officials. Their phone rings, number withheld: a voice informs them of their appointment or, indeed, their "involuntary resignation" at the request of Bidzina Ivanishvili, prime minister from 2012 to 2013, who, behind the scenes continues to preside de facto over Georgia's affairs. But on the other end of the line, it is not the all-powerful businessman speaking. It is Anzor Chubinidze, head of a discreet but
