Japanese Prime Minister Fumio Kishida, at the behest of the United States, mobilised his diplomats to arrange a meeting with Kim Yo-Jong, the sister of the North Korean leader. But Japan's attempt to open up to North Korea irked China and led Beijing to call Pyongyang to order.
